Contracting officer FAQ
Which set-asides can Clear Century compete for?
Small business set-asides, SDVOSB set-asides and VA Vets First procurements. Clear Century is certified by the SBA as a Service-Disabled Veteran-Owned Small Business.
Can Clear Century work as a subcontractor?
Yes. We team with prime contractors on federal software, AI, integration, cloud and IT support requirements.
Clear Century is SBA-certified as a Service-Disabled Veteran-Owned Small Business, so subcontracts to Clear Century can count toward your SDVOSB subcontracting goals.
How do you comply with limitations on subcontracting?
On set-aside awards we follow the limitations on subcontracting in FAR 52.219-14: for services, we pay no more than 50 percent of what the government pays us to subcontractors that are not similarly situated.
We plan pod staffing around that rule from the start and show the work split in every proposal.
How do you staff a large or growing requirement?
Every engagement runs under a Clear Century core team that owns delivery, architecture, security, quality and accessibility. The work ships through pods: small, cross-functional teams that deliver independently.
As scope grows we add pods from our team and specialist partners we vet for each requirement, and every proposal names the staffing plan and key personnel for that requirement.
Can you support our authorization to operate (ATO)?
Yes. We plan security controls with your security team from the first sprint, aligned with NIST SP 800-53 Rev. 5, and produce the documentation your assessment needs: architecture and data-flow diagrams, control implementation evidence, scan results and a software bill of materials with every release.
Where would a system you build for us be hosted?
On cloud services that already hold a FedRAMP authorization at the impact level your data requires, or in your agency’s own authorized environment. We document how the system inherits the provider’s controls to support your authorization to operate.
How do you approach AI in federal systems?
We follow the NIST AI Risk Management Framework and current OMB guidance on federal use of AI. Every use case is documented, tested for accuracy and bias before release, monitored in production, and keeps a person accountable for decisions that affect the public.
Agency data stays inside the system’s authorized boundary and is never used to train or fine-tune any model, ours or a vendor’s, unless your contract expressly authorizes it.
Will deliverables conform to Section 508?
Yes. Interfaces are designed and tested to Section 508 and WCAG 2.1 AA, with automated checks in the delivery pipeline and manual testing with assistive technology before each release.
Do you work on-site?
Yes. We deliver remotely, on-site or hybrid, nationwide, depending on the place of performance in your requirement.
